newconfig into FreeBSD

newconfig project has concluded.

• USB drivers has been synced with NetBSD. OHCI is enabled [1999/10/08].
• Experimental USB umass driver has been added [1999/09/28].
• USB drivers are now synced with NetBSD. Attach/detach routines are in kthread and `usbd' is not needed. Note only ums is working [1999/09/13, newconfig-jp:2276].
• Codes around USB and PCI are changing[from 1999/09/07](see CVS repository).
• sys/dev/usb is synced with FreeBSD-current except ukbd.c[1999/08/27].
• Dynamic loader has been merged[1999/08/05, newconfig-jp:2234, newconfig-jp:2242].
